Project Description

Connex (now Veolia) is a transportation services company with a global presence. In the USA, Connex-ACT became the largest privately owned public transportation company in North America.

Phillip Boyle & Associates prepared operational costs and plans for Connex’s bid to operate the Las Vegas RTC Transit service, the second largest private transit operation in the USA. The service operates sections of high-frequency services (e.g. the GoldLine, serving the tourist strip), as well as regular urban services.

As part of preparing operational plans and costings, Phillip Boyle & Associates identified improved processes for working with the regulator to enhance service design.

Key Challenges

The RTC Transit service operates a range of different service types (urban buses, including ‘Strip’ corridor route and connector, circulator and limited routes; BRTs and freeway and commuter express services; special shuttles, flexible demand response services; paratransit services), so the operating plans were complex and needed to cater for the different operations. The services also operated from multiple depots. RTC Transit was involved in all service planning tasks and the bidders were required to work closely with the authority.
