Working with Transportation Management & Design, Phillip Boyle provided technical support and advice to Serco to assist in developing its operating bids for the private franchise operations of bus, tram and rail networks. Serco is an international service provider, providing a range of services, including public transport, to governments throughout the world.
Phillip Boyle assisted Serco to prepare bids for a range of operations during this period. We provided a strong combination of operations expertise and commercial understanding of public transport. Bids were submitted for:
- Melbourne rail and tram franchises
- Adelaide Bus operating contracts
- Brisbane potential LRT operations.
Serco won the contracts to operate a significant portion of the Adelaide bus system, which were successfully implemented based on operating plans and costing projections provided as part of the tender process. Our operating plans provided the high levels of efficiency required for competitive bid development.
Although not ultimately successful, our operating plans for the Melbourne rail franchise provided large efficiency gains and set a new standard for scheduling optimisation.
Scope of Works
Technical support provided for the operating bids included:
- Analysing various operational and labour scenarios
- Redesigning all timetables
- Complete system-wide scheduling and rostering
- Developing options for improved services and efficiency levels.
Bids for the Melbourne rail and tram franchises required detailed operating plans for very large fixed-rail operations (Melbourne has the world’s largest tram, or LRT, network) to be developed. Heavy rail or metro-type services involve a range of distinctive operational and scheduling requirements.
